The Couillard Polimeter has compiled 158 promises found in the platform of the Liberal Party of Quebec (PLQ) as presented during the 2014 provincial election and is tracking progress toward their fulfilment. This platform was presented in the form of press releases about election pledges throughout the campaign that were posted on the party’s web site. We collated these texts into one document. Each promise is rated as "kept", "kept in part or in the works", "broken", or "not yet rated". Each rating is supported by a citation drawn from government press releases, government bills, other official public documents or media sources.
The report card above provides an up-to-date tally of all the promises. Click on the wording of each rating to see individual promises. The Polimeter is updated on a regular basis. Our research team is comprised of members, assistants and interns of the Poltext project, which is associated with the Centre for the Analysis of Public Policy at Université Laval. Variation in time of the fulfillment of Philippe Couillard’s promises
The above diagram displays the fulfilment of election promises on a quarterly basis. Between April and June, during the first three months in power, the Couillard government already counted 22 kept entirely and 31 promises kept in part or in the works. The high rate of fulfilment between April and June is expected: The Liberal Party had pledged to fulfill many promises within 100 days. The second column presents the results for July and August only. A lower level of pledge fulfilment in July-September is expected. This lower level is also explained in part by a seasonal factor—summer vacations.

Fulfilment of promises by policy domain
The table reports the 157 promises in the PLQ platform distributed across nine policy domains ranked in descending order of total number of promises. There are four bars per policy domain. The bar at the top represents promises that are entirely fulfilled, the bar immediately below represents partially fulfilled promises, the bar below that one represents promises that are broken or not yet rated. The bar at the bottom represents promises that are not yet rated. The table will be updated periodically until the next election.
In August 2014, economy and employability was the domain with the greatest number of promises that were kept in whole or in part (32 out of 74 in the domain), followed by health and social services (6 out of 23) then education and research (5 out of 27). The environment (3 out of 6), regions and agriculture (3 out of 11) and government and democracy (3 out of 7) follow. Family (2 out of 4), the arts and culture (1 out of 2) and law and order (0 out of 2) are in last place.
In general, the total number of pledges in one category is a good predictor of the number of pledges fulfilled in that category.
